Mooring went from seamanship to verified engineering
A sound-looking rope on inspection day is no longer enough. Regulators, oil majors and vetting schemes now expect design data, a vessel-specific management plan, test evidence and a traceable history for every line and fitting.
Amendments to SOLAS regulation II-1/3-8, in force from 1 January 2024, set requirements for the design of mooring arrangements on new ships and for the inspection and maintenance of mooring equipment, including lines, on all ships.
Ship Design MBL is now the anchor value. Line design break force, tails, winch brake holding capacity, fitting SWL and line retirement criteria all have to be evidenced against it, not assumed.
Oil major vetting teams and SIRE 2.0 inspectors question mooring against MEG4 thinking, and expect clear technical answers and records.
Mooring now has its own TMSA element, so operators must show how vessel design, people and mooring systems are reviewed and improved.
Mooring practices feed the vessel's safety profile, and compliant vessels can earn the RightShip Mooring Safety badge.
When a line parts, the questions come quickly: was it the right rope, inside its limits, and properly managed?
What an unexamined mooring system can cost
Mooring is one of the few areas where a paperwork gap can become a parting line, and a snap-back injury, in seconds.
- Design values nobody can produce
Without a verified SDMBL, every check on ropes, tails, brakes and fittings rests on assumption, and inspectors notice.
- Ropes retired on a guess
Without residual strength evidence, lines are either discarded early at real cost or kept in service beyond safe limits.
- Oil major queries left open
A weak or late answer on mooring equipment can delay acceptance and invite the same question on the next inspection.
- Incidents that repeat
A parted line replaced without a root cause leaves the same arrangement, practice or rope choice in place for the next one.
- Plans that do not match the ship
Template MSLMPs inherited from another vessel or manager fail the first time an inspector compares them with what is on deck.

Eight mooring services from one specialist team
Take one service on its own or combine them into a fleet programme. Each one rests on engineering, not opinion.
OCIMF MEG4 Mooring Systems Gap Analysis
Your complete mooring system assessed against OCIMF MEG4, SOLAS and applicable Class requirements. Each gap is referenced, graded by risk and paired with an equipment, documentation or procedural fix.
OCIMF MEG4 Mooring Engineering Assessment
SDMBL established or verified from design data, with line design break force, tails, winch brake holding capacity and fitting SWL checked against it and documented.
Mooring Line Residual Strength Testing
We arrange testing at OCIMF MEG4-accredited laboratories worldwide and provide the test certificate with photographic and video evidence. Results are interpreted against the line's design values, so retire-or-retain decisions are based on evidence.
Mooring Line Parting Incident Investigation
A structured investigation after a line parts, covering the rope, arrangement, equipment and operation, with root causes and corrective actions to prevent recurrence.
Mooring System & Line Management Plans (MSLMP)
Vessel-specific Mooring System and Line Management Plans drafted from the actual arrangement, equipment and trading pattern, ready for Class, inspectors and the crew.
Digital Mooring Lifecycle Management (DigiMoor X7)
Lines, tails and fittings tracked from purchase to disposal in DigiMoor X7, the world's first Class and RightShip approved mooring software, with fleet-wide visibility.

Keep it live
Findings and line records can move into DigiMoor X7, so retirement, inspections and compliance stay tracked across the fleet.
Fleet programmes are sequenced so engineering for a lead vessel carries across to her sister ships. Every service stands alone; no software purchase is required.
Why fleets choose Synergetic for mooring
We built the world's first Class and RightShip approved mooring software, and the engineering behind it.
Every mooring question, one team
Gap analysis, engineering, testing, investigations, plans, oil major queries and TMSA reviews handled by the same specialists, with one consistent set of data.
Software and service together
The engineers who assess your vessel built DigiMoor X7, so findings flow into a digital line register instead of a binder.
Independent rope advice
We are not a rope maker. Recommendations are based on design requirements, service life and cost, not on a product we need to sell.

Book a Mooring Gap AnalysisWhat is a MEG4 mooring system gap analysis?
A MEG4 mooring system gap analysis is an engineering review of a vessel's complete mooring arrangement, including lines, tails, winches and fittings, against OCIMF MEG4, SOLAS and Class requirements. Synergetic Shipping Technologies verifies the design values, grades each gap by risk, proposes a corrective path and, where needed, drafts vessel-specific Mooring System and Line Management Plans.
What is the difference between a MEG4 gap analysis and a mooring engineering assessment?
A gap analysis compares the whole mooring system, its documents and practices with MEG4 and identifies what falls short. An engineering assessment goes into the numbers: it establishes or verifies the Ship Design MBL and checks line design break force, tails, winch brake holding capacity and fitting SWL against it. Many operators take both together.
Does MEG4 apply to vessels other than tankers?
MEG4 is OCIMF's Mooring Equipment Guidelines, 4th edition, and is guidance rather than regulation. SIRE 2.0 and oil major vetting apply it to tankers, and RightShip carries the same principles into dry bulk. In practice, any vessel facing vetting or terminal scrutiny benefits from being assessed against MEG4 thinking.
Why test the residual strength of a mooring line?
Visual inspection cannot show how much strength a used rope has lost. Residual strength testing measures it, so the operator can decide with evidence whether similar lines in service should be retained or retired. It helps avoid discarding serviceable ropes early and keeping weakened ropes in service too long, and it supports line retirement criteria in the Line Management Plan. Synergetic Shipping Technologies arranges testing at OCIMF MEG4-accredited laboratories worldwide and provides the test certificate with photographic and video evidence.
What happens in a mooring line parting investigation?
We gather the facts of the event, the line's history and certificates, the mooring arrangement and equipment condition, and how the operation was carried out. From these we establish why the line parted, separate immediate causes from underlying ones, and recommend corrective actions on equipment, ropes, procedures and training so the same failure does not recur across the fleet.
Can you help us answer an oil major query on mooring?
Yes. When an oil major raises a query on a vessel's mooring system, mooring lines or mooring fittings, we review the design data, certificates and records, and prepare a clear technical response with supporting evidence for your office to submit. Where the query reveals a genuine gap, we recommend the corrective action needed to close it properly.
What does a TMSA Element 6A mooring review cover?
TMSA 3 Element 6A covers mooring operations. Our review looks at three areas: vessel design and mooring arrangement, the human element including crew practices and familiarity with the plans, and the mooring systems themselves. The result is a set of findings and improvement actions that give the office evidence of how mooring is managed and improved across the fleet.
Do we have to buy DigiMoor X7 to use these services?
No. Every mooring service stands alone. DigiMoor X7, the world's first Class and RightShip approved mooring software, is used on more than 1,600 vessels and is the option for operators who want ongoing compliance rather than a point-in-time report, with digital line registers, usage tracking and audit-ready records across the fleet.
